Labour Market Conditions Of Welfare States For The Universal Working Life: A Comparative Analysis Of 14 Oecd Countries Based On The Tlms Theory

Abstract
This study is purposed to examine the labour market conditions to make the TLMs(transitional labour markets) to work well in a country. Using the fuzzy-set qualitative comparative analysis, the study compared 14 OECD countries on the basis of the core concepts of the TLMs theory, which ultimately explain the conditions for the universal working life. The study shows that vocational training for adults can be the most important factor; however, it works with other factors, not alone. The study proposes two combinations for making the TLMs work well. The one is the combination where vocational training is combined with well-established unemployment insurance. The other is the combination where vocational training is combined with skills based on the formal education, gender equality in the labour market and well-balanced industrial relations. The results show that the countries including Denmark, Norway, and Germany have a good combination of the labour market conditions for the universal working life.
